Two Chinese suppliers quote different prices per kilogram for an MBS or ACR impact modifier. What must a buyer normalize before deciding which offer is commercially better?

Quick answer

Do not rank quotations by price per kilogram alone. First confirm that both offers cover the same function, exact commercial grade, production site, net weight, packaging, validated dosage basis, test conditions, sample-to-order identity and document set. Then put each quote on the same quantity, currency, payment, Incoterms® 2020 rule and precise named place, and add the buyer's real freight, insurance, customs, testing and rejection-risk assumptions. Verify the Chinese legal entity and whether it is the manufacturer, exporter or trading company. A factory-gate quotation is comparable only after the material, delivery boundary, evidence and validity period are aligned.

Information that changes the recommendation

  • Exact chemical family and function: MBS impact modifier, acrylic impact modifier or acrylic processing aid, plus the complete commercial grade code
  • Manufacturer name, production-site address, seller and exporter legal names, unified social credit code and bank-beneficiary identity
  • Quoted quantity, currency, net weight, package size, palletization, minimum order, sample policy and quotation-validity dates
  • Incoterms® 2020 rule and precise named place or port, including who loads, clears export, books carriage, insures and bears risk at each step
  • Validated dosage definition, base-resin formulation, processing route, specimen, conditioning, test method, temperature and required guardrail properties
  • Sample grade and lot identity, current technical data, safety data, certificate of analysis fields and whether the order will use the same controlled specification
  • Quality-system certificate issuer, validity, certified legal entity, covered site and scope, plus change-notification and complaint procedures
  • Lot sampling, acceptance, retention, nonconformity, replacement or credit terms and the destination-country compliance documents required

Normalize the product identity before the price. ACR can be used commercially for an acrylic impact modifier or an acrylic processing aid, so a family abbreviation is not a purchasable specification. Require the exact grade, function, producer, production site, physical form and current technical and safety documents. Arkema's CLEARSTRENGTH E920 page, for example, identifies one exact MBS grade and its intended engineering-plastics scope; it does not make an unnamed MBS offer equivalent. Tie the approved sample, trial report, purchase order, bag label, COA and invoice to one controlled grade identity.

Put every quotation on one delivery boundary. ICC explains that Incoterms® rules allocate delivery tasks, costs and risks between seller and buyer. A line saying only EXW, FOB or CIF is incomplete without the named place or port and the chosen edition. ICC's official checklist also notes that EXW is mainly suitable for domestic trade and points buyers toward FCA for container or multimodal movements where appropriate. The buyer and seller should choose the rule for the actual shipment with a qualified logistics or customs adviser; this article does not determine the correct rule for every country or transaction.

Compare validated use cost, not an assumed bargain. Convert each offer to the same currency, net kilograms and delivery point, then add only documented costs outside the seller's Incoterm boundary. Separately calculate additive cost per tonne of finished compound using the dosage that passed the same formulation and test plan. A lower-priced modifier that needs a higher dosage, causes more scrap or fails a guardrail can be commercially worse, but those effects must come from controlled trials rather than sales claims. Do not publish or reuse a price without its grade, quantity, Incoterm, named place and validity date.

Verify who is offering the material. Use China's National Enterprise Credit Information Publicity System to check the current registered legal name and public registration record, then reconcile it with the contract, invoice, bank beneficiary and export documents. A registration entry does not prove that the seller owns a production line. Ask for the manufacturing address, auditable process flow, key equipment, incoming and final controls, lot traceability and change-control responsibility. State clearly when the seller is a trader, exporter or related company rather than the source factory.

Treat management-system and inspection evidence within its scope. ISO describes ISO 9001 as a quality-management-system standard and explains that certification is optional; ISO/IAF guidance says the certification scope should identify the products, services, processes and sites covered. It is not a product-performance certificate. For repeat lots, define contractual tests and numerical or documentary acceptance limits. ISO 2859-1:2026 supplies AQL-indexed sampling schemes for inspection by attributes when that approach is suitable, but the parties must agree the lot definition, inspection level, AQL, switching rules and treatment of critical risks. Performance, compliance, price and delivery still require confirmation for the exact grade, batch and destination.

Step-by-step evaluation

  1. 01Issue one request-for-quotation sheet that fixes the application, base formulation, target function, approved test methods, order quantity, destination and required delivery window.
  2. 02Require each bidder to identify the exact grade, producer, manufacturing site, seller, exporter and current legal entity details; separate manufacturer and trading-company roles.
  3. 03Obtain a traceable sample and documents, run one controlled formulation and part-validation plan, and record the minimum passing dosage without changing unrelated additives.
  4. 04Rebuild every quotation on the same currency, net weight, package basis, Incoterms® 2020 rule and precise named place; list every excluded cost and assumption.
  5. 05Review current technical data, SDS, COA template, ISO 9001 certificate scope where claimed, lot coding, retained-sample policy and advance change-notification process.
  6. 06Place a controlled first order with agreed specification, sample-to-order identity, pre-shipment evidence, lot-sampling plan, acceptance window and nonconformity remedy.
  7. 07After receipt, reconcile bags, seals, labels, net weight, lot numbers and documents; release the lot only after the agreed tests pass, then update the supplier scorecard with actual total cost and performance.

What to record before approval

  • Reject quotations that omit the exact grade, currency, net weight, Incoterm edition, named place or validity date; the missing fields prevent a fair comparison.
  • Verify bank-detail changes through an independently confirmed contact channel and match the beneficiary to the contracted legal entity or documented payment arrangement.
  • Do not present an ISO 9001 certificate, company registration or factory video as proof that an impact modifier meets the buyer's technical specification.
  • Keep the approved sample, raw trial data, purchase specification, signed quotation, retained arrival sample and complaint evidence under one supplier-and-grade record.
  • Reconfirm factory-gate price, capacity, lead time, export documents and destination compliance for each exact grade, batch, quantity and transaction; none can be generalized responsibly.
